it was 2 rupees when I bought it. And that was one of the highest prices cause in other countries it was less than 2 INR according to steamdb due to the lowest denomination not being lower than 1 rupee.

Valve tried to crack down on games being sold for too little a while back, not allowing games to be sold for less than about 0,5€ or your region equivalent. The devs must have stumbled upon some way that made it possible to sell the game for less.

valve has been letting devs get away with scummy tactics and its only getting worse. fake 100% off's, 134%offs that nobody can buy, seeing games change sale price during sales way more often, 100% changing a steam game to an entirely new steam game on the store page, letting devs gift games for free thumbs ups-one of them got caught not 2 long ago and had all their steam games removed from the store so now they are releasing HD versions of the same game with a new account

Seeing a game bundle at $0.02 for me is a big red flag. I immediately think of a price glitch... and price bugs are usually corrected within hours. You're pointing fingers at Volvo but maybe it's the devs who found a loophole or whatever to sell that bundle for pennies. Maybe look up Fjnord reply above, if you haven't already seen it.
No one forced you to give away those games. You made the conscious decision to GA 20 copies of a 2 cent bundle while you only had 40 cents in your Steam wallet. And you never thought that something could go wrong? Are you new to Steam sales and price glitches? No, you're not.

Discounts being listed at over 100% off is due to steam being glitchy. Sales adding up to over 100% off is also due to steam being glitchy. Neither of those are devs being scummy, it's Steam not really working as intended. It's not supposed to be able to happen. Same with this bundle, it's not a scummy dev being scummy, it's Steam not working as intended. Devs are not supposed to be able to set prices to something lower than ~0,5€ (or your regional equivalent). If you ever see a game being cheaper than that, it's because of a glitch.
