I'm 100% sure that key wasn't used. I revealed the key and copy-paste directly from Indiegala to the giveaway.
When he asked for reroll I checked his games library and the game was there. I thought that maybe he already had it and only AFTER I asked for reroll noticed that he had viewed the key.

Next time be more carefull and don't ask for a reroll if the winner has seen the key and has the game in their account. Create a request received feedback ticket instead.

I'd contact support again and explain the situation. There's a good chance someone from SG support is actually viewing this thread right now and already looking into it.

Support is the only way, and they will help you 100% - submit a ticket with all the information and the pictures!
I had a similar situation with a game 10 days ago - the winner basically viewed the key, he activated the game (Star Phoenix) on his public Steam account and he simply didn't do anything else.
He did not release any feedback, nor he did answer my e-mails.
So after a week I contacted the support asking for received feedback, the moderators checked that that user actually activated my key on his account, viewed it (through my screenshot too) and did not leave any feedback, so they closed the question giving me the correct feedback and, I think, suspending the user that kept on activating gifts and not releasing feedbacks for them (of course I blacklisted him not to have other problems in the near future!).
That's the best way to solve your problem, don't worry! Follow for the future what I and combatbeard said: if the winner VIEWS your key and HAS the game activated on his account, you'd better ask for received feedback since the key 99% has been viewed AND used by him..

I had a similar situation: the winner took my key, and after he used it on steam, got an error message about he already have this game. Of course he asked for reroll. But unfortunately, it was a steam glitch, so the second winner got an invalid key. So i think there is a chance you have the same problem here : ) Luckily, the first winner somehow notice this and gave me another good key for game he activated. So may be you should try to contact this guy, explain to him this situation and ask to check his product key activations. Anyway, good luck : )

Here's an example even: I won two GAs that were hosted in a group's discord server. I get the first key and activate it, get the second one and it turns out to be a dupe. I didn't want to say anything since the guy is actually gifting me games, giving them away for free, but sincerity prevailed so I told him about it. He asked for proof, as in - a screenshot, and I've sent it to him, but also explained that I could have just as easily used the first game's key twice, the second activation resulting in a dupe, and then sending him a screenshot of it.
IF Valve could implement into the msg you receive what game the activation was intended for, that would be most excellent.

What is the reason why someone asks for a reroll but activates the game on his account? I mean he wins nothing, or what am I missing here? Also even if you believe the key may be invalid in the first place you would ask support of the shop where you bought it, get a new key and old key would get revoked.

In fairness, it wouldn't be the first time Scamgala has provided faulty keys.
If you decide to talk to IG about the matter, make sure to back all your purchases up off-site beforehand; they're known for randomly deleting accounts, including as a response to support tickets.
As always, it's best to run things through SG support, since they can best check all the various factors in play, rather than knee-jerking to assumptions.

Yeah, if im not mistaken they do giveaways too. 3 or 4x times i won indiegala "guaranteed" giveaway, and each time it was duplicate key. I didnt bother asking for new key until the last case when i thought i might just let them know this "guaranteed" system which always ends up with duplicate keys being marked on my profile as recieved and giving points to creators when in reality there never was one, doesnt really work. But thats off topic, when i purchased anything from them i always got right key.

IG's Giveaways and Trading sections have always been notorious- for their scammer-dominated community, their ease of exploitation, their complete lack of oversight, and for all-around general unreliability. I figure they're mostly there to help provide emphasis as to how much better SG and ST are by comparison. Like, "sure, this site isn't perfect, but at least it's not IndieGala!"
(Though, of course, ST in turn serves a similar role in contrasting disfavorably to Barter.)
IG's key issues seem to come in batches, admittedly. I don't think I've really heard of issues, even individual ones, in the past year or more. I was just trying to indicate that- as you noted, as well- their professionalism is in doubt utterly nonexistent, so it's hard to not give at least a little weight to the possibility of them having screwed something up again.
Basically, it's never good to jump too strongly forward on assumptions, but that becomes especially true when you're aware the third party in the equation is a well-established wrongdoer. Not that it isn't likely the OP's interpretation is valid, just that some benefit of the doubt is still warranted (and SG staff is in the best position to clarify matters either way).

What do I need to do now?
I gave away a key for a game, the winner took several days to answer and Key was viewed by him, later he asks for reroll, and the new requested winner gets the same key but duplicate. Since I know my key wasn't used, what do I do now?
I took a screenshot before asking support to reroll, to have proof that the first guy viewed the key.
