That publisher is notorious for Steam exploitation, though their P/Re/Raise games are hardly the worst they have to offer. Unfortunately, as Valve has evidenced in the past, unless the publisher threatens Valve or fakes reviews, Valve can safely be assumed to not give a crap about what they do.
Similarly, cg has thus far refused to ban even games which explicitly violate Valve's ToS, so we can assume he won't care about ones like these which are (unfortunately) not against Valve's ToS.

Have you considered removing Occult from your Steam account, so that SG no longer considers it as owned, and thus (assuming you have your account set up to hide DLCs for unowned games) would prevent you from seeing DLCs for it?

I'm currently seeing only 8 GAs for such DLCs. It's probably because I hid a few already, but still it wouldn't be that much work for you to just hide them

When you own even 1 dlc, you can't ever buy the cheap bundle with dlc on sale, why they love giving those away.
Then there are the ingame items you could buy.

They are scum, but i rather win them here and get them for free then paying them any cent.

If sg would ban any trash game, there are like 2000 russian (asset flips) too, where would it end?
