It was because SG decided to lower the game's earning, it was very cheap and everyone were giving it away

Well, it's understandable that you feel cheated, but this is to prevent people from exploiting the system. Games that have been bundled / have 95% or more discount will be considered as bundled games and have their CV slashed down to 15% of their price.
I mean, it isn't fair to earn $35 CV if you only spent $1, right?

Rule of thumb: if a game has been sold for +90% off, it will be considered as bundled here. That means that you'll get only 15% of the full value.

Efficiently-wise not really. You can get 90% discounts during sale for unbundled. That makes 10 CV for $1 spent.

If that 90% is in the Steam store, it will get on the bundled list.
I even had a game bundled that went 90% outside Steam. Lost over $600 in CV in one moment there. :D
I agree with Mully, 5.25 CV for 1 dollar is a pretty god-tier multiplier. Only Humble 1-dollar tiers and some Humble Monthly packs have better CV/$ value, most every efficient CV farming method for ROW drops linger around 3 CV/$.

Only if you buy them in a group buy, and even then, it is usually the hump day ones.
I have been doing this for two and a half years and got to level 10 with nothing but bundles. Believe me, I have had quite a lot of calculations on optimal CV farming methods. :D Sure, the scene has changed somewhat, especially with IndieGala, but expecting a 10:1 return will very slowly get you anywhere.

Yes I have done calculations myself too :-). It depends of your wanted pace of course.
But for a $10 real CV, you have to create 12+ gifts to have it go lower than 5.25, so that is quite a huge margin...
Fyi, ALL IG got grouped buy in the last months ^^ (except maybe some special event ones)

well, i'd say that's an exception to the general "rule of thumb" but yes, you're certainly right it can dip down to as low as that and possibly even a tiny bit more (maybe down to 83% in some cases). ^^
on the other end of the spectrum there are a few rare cases you can get a discount upto 93% and it still wouldn't fall under the bundles category. but the general rule of thumb of 90% sounds fairly accurate to me.

Since it got heavy discount (more than 90%) discount, it considered as bundled game, and only give you 15% CV..
The bundled update can a bit late and it makes you looks like decreasing CV
