The rule is one-tier bundles that only last for a week or one-tier bundles that are publisher specific and expensive. I haven't seen any evidence that a one-tier bundle that lasts for 2 weeks or more and has a mixture of games from more than one publisher is excluded from happy hour. If someone can point me to an example I'd appreciate it.

True. Well, it's only mostly that bundles with 1 tier don't get HH. But yeah, since it ended there it feels like a higher chance for HH. We'll see! :3

Yes, but it's not just 1-tier, but those only lasting 1-week and/or expensive publisher specific "fake" bundles (as I like to call them). A single tier in and of itself does not mark something as not getting happy hour, at least, I can't remember an example of that.
If push comes to shove and it doesn't get a HH, we can buy 5-packs at the last minute. Hopefully the price doesn't go up too much.

As I wrote above Toby was in IGS' today's deal 7 months ago, and Borderzone was in a similar deal just on DIG's site since they published the game afaik. But both were just single sale / deal, and not a bundle^^

BomberZone I'm pretty sure I did pick that up on DIG's sale (haven't checked yet) and the other game I had wasn't Toby (I must have missed that IGS deal) but was Save the Dodos which after checking I bought from Steam on a 59 cent sale price.
