if you find anyone re-gifting make sure that he is really re-gifting by going to his steam profile and check if the game is added to the account, if the game is not there he might be re-gifting and all you have to do is go to the user SteamGifts profile and click on the report user button close to the steam profile button
always make sure it is re-gifting to avoid false reports, most times the winner is not expecting to win and with the summer sale he might be trying to boost his cv level

Thanks :) Just did that. The guy in question made it a bit too obvious when the gift is in 100+ copies giveaway and regift it 11 hours later. It was also not in his account.

Then don't report it. He has 1 week to activate the game he won.
Nothing prevents him to also create a giveaway for the same game in the meantime. (I know, that's unlikely to happen and he's probably just re-gifting. But you can't know before one week has passed after he won.)
Edit: except if he's already marked the gift as received, of course.

of course people that won a game, acitvated it, marked as rececied can get another copy as gift or key, and give this away
(sadly i can´t use dasselbe, das gleiche in english :-) )
