steamgifts is not steam
if you want to punish him even on steamgifts if he is using this site, than only through a support ticket IF he did break any rule against this site steamgifts, not against steam

The problem is that this guy doesn't even have a Steamgifts account under the account that the OP accused of scamming him, so banning from SG would not do anything.

Seppel was trying to help you by pointing out your mistake and how to correct it. As others have said, you were scammed by a known scammer who uses impersonation of legit traders to pull off his scams. Here are some things you want to learn from all of this:

1) Being scammed on Steam has nothing to do with SteamGifts.
2) Never click on a link in Steam chat.
3) Always check the trader you are dealing with on SteamRep, first. (Enhanced Steam makes it easy.)
4) If you wish to report a scammer on Steam, do it on SteamRep.
5) Follow the site rules when using SG, including the one about not calling out (i.e. publicizing other people's wrongdoing).

No calling out. The user you traded with does not have a Steam account. For future trades, always check yourself if the Steamgifts (or other account) is linked to the Steam account you are trading with. (e.g. by using enhanced Steam)

O O, not that one again, one of the most proficient and active impersonators that hasn't got a SG account.

I you use Steamrep you'll see that it's already banned on Steamrep besides the large warning that it's reported for fraude.

The account mentioned by the OP is trade-banned now and the guy seems to have switched to a new account. Also 12 years old and also impersonating Steamgifts users.

He/her use family sharing to hide the main account while using drone accounts.

Click on the new account and then on games and you'll see hundreds of games (with many AA en AAA games) instead of the low number listed.

On the new account at least, I don't see any hundreds of AA(A) games, just loads of free spam games. That is the same expression I get with the old one, with very few pearls inbetween.

A few things:
1) Calling out is not allowed here. I would remove anything that positively IDs him or else you risk getting banned from here for a bit. Check the FAQ if you're unsure on this.
2) The SG profile and the Steam profiles you linked seem to be different people. Always make sure you're trading with who the person says they are. Use EnhancedSteam to check if they have a SG profile at all or go backwards through SG to make sure the person you're talking to is the person linked.
3) Re: reporting. Report on Steam, report on SG if they have a profile, and report on SteamRep. It's not going to help you really, but it will help identify the individual as a scammer. It looks like he's already banned on SR.

Sorry you lost out on the game, but hopefully you'll know exactly what to do the next time you want to trade. Always gotta be extra careful when it's an in-demand game.

Posting links of someone's profile with accusations is against rules leading to one week suspension. remove that link quick.

Also he is a impersonator who used profile and feedback link of someone else at SG to fool you. If you checked steam profile link on SG page you would have found the real owner of that 107+ Rep! So mistake is yours especially when the fake profile's account clearly shows a trade ban!

@OP u still should remove the links to both the scammer and the completely innocent guy he masked behind - especially since ppl are dredging this up from nowhere again.
