For anyone else looking for the answer to this question. There is no sgtools check, so there is no upper limit to your level to enter. You just need to be at least lvl 2, 3 or 4. There is 1 giveaway at lvl 2, 4 at lvl 3, and 2 at lvl 4.

I always like to read a bit about these things, and I didn't realize India wasn't independent until 1947. I imagine that makes it a really big deal over there, so enjoy the festivities. :3
