LOTR Online: workaround for "region lock" (обход ограничения)

English version:
1) Click on this link (it's for US version of Steam store): http://store.steampowered.com/app/212500/?cc=us
2) Click on "Play" or "Играю" or whatever it says in your language button.
3) Now you can download the game. Screenshot

To restore your original region just add ?cc=ru (for Russian), ?cc=de (for German) or something else (depending on your region) at the end of any Steam store URL.
