It seems Valve is trying to do something about the flood of non-games that flood its store. Again. This post was added to the developer groups:

One might say hurray, they are seeing the problem and are working on it.
Well, as long as their brain cells decide to continue not working, at least.
In reality, this is Valve being its old lazy and "heavens forbid we spend money" self. What are they doing? They address their broken and non-working automated algorithm store system by adding even more algorithms, despite everyone clearly saying that it will never work, they need humans to check the products.
Not to mention that since it is just expanding the card restriction to achievements and game count, circumventing it most likely means the exact same: just get our dear friend at the helm of the Original Curators or any other similar waste of human existence with a "promotional" group to spread some keys, and you are done.
