I hope not. Because paying for coupons sucks. And that would be a major troll on Steam's part since coupons were originally awarded in the first place.

that would suck. when steam said i had new items in my inventory, i went to check, didn't see the summer sale cards at first, but saw a new toki tori 2+ coupon and got prematurely pissed

I had considered that, but then why go through the trouble of making them have different ClassIDs? They would only need one card for that. On the contrary, it seems like they are meant for crafting.

You hope. They are only worth about $.75 but speculation before the sale is driving the price up a bit to $1. Once the sale starts they might be worth something, or maybe they will be worth nothing. If nothing then the price will plummet again.
