Maybe Steam ran out of copies, it's a retailer, like if gamestop ran out of physical copies of a game

They only have so many keys the developer gives them at a time. Think of it as a physical thing, even though it's not.

Except when you are buying from the Steam store you aren't buying a key, so this does not apply.

I believe you do still receive keys when buying from steam., not that you ever see it. but you still have one.

I believe this too; basically any game needs to bind your copy to some key or code to verify you. Even if that's not the case, as the below commentor said, it's a GFWL game, so it does have a key.

This; just because we don't see it doesn't mean a key isn't changing hands behind the scenes. There are multiple examples of Steam over selling and users having to wait a bit to get a key. And I'm pretty sure Steam uses the actual word 'key'.

Read somewhere that Steam prereserves/buys a limited contingency for gamekeys.
And as the game needs GFW, I think they're simply out of it at the moment to sell any surplus at the store.
