The shop where you bought it could maybe help, assumed they aren't to far away, Also already looked at the site of the manifacturer?http://www.samsung.com/nl/support/model/LE40B650T2WXXN
edit: if you look at the link you might think it is the wrong one, but it is the support for a certain range of tv's including this one. I double checked.

“Horizontal and/or vertical banding is a problem in some LCD screens. This flaw occurs as part of the manufacturing process, and cannot be repaired (short of total replacement of the screen).” [Wikipedia]
Luminance non-uniformity in the form of static, stationary banding—both vertical and horizontal (as opposed to false contouring)—are classified as mura defects. In some cases visible area- or region-mura defects can be minimized using various techniques and methods. However visible line-mura (aka vertical or horizontal banding) on the other hand is often indicative of more serious problems such as lithography misalignment, malfunctioning blocks of panel drivers or other irreversible and irreparable panel or backlight non-uniformities, which almost always necessitate the replacement of the display in order to fully remedy the problem if it is sufficiently distracting. Unfortunately mura defects are not always obvious or visible within the first year or so of use thereby eluding warranty coverage. In some circumstances mura defects, not unlike light leakage from the backlight unit (BLU), can be a sign of substandard SP/quality control.
Experiment with reducing the backlight level as well as the Contrast and/or Brightness (and perhaps even Color saturation) levels—or any combination thereof. If that fails to improve matters you can try experimenting with other Picture settings. In addition, if your display has a dynamic contrast feature experiment with it as well to see if it helps to reduce the visibility of the non-uniformity. There are other riskier, more invasive options that may also help but are far too involved to get into here.

Hello Steamgifts,
lately my Samsung LE40B650 has an issue. It shows a wide (vertical) bar in which dark colors aren't shown as they should be - it's kinda hard to explain, please look at the pictures. This is not related to the source as it is present with any input (tested HDMI & DVB-C) and even in the menu. Also changing picture settings (like contrast, brightness) do not alter this effect, apart from changing the visibility of it since the image becomes lighter/darker and therefore it's less/more visible.
Do you know what kind of defect this is?
Edit: Seems like it is Vertical Banding. Is there any way to fix it or lessen its effects?
