This "His Res Texture Packs" normally are bullshit and they include only textures, in Skyrim is practically never noticeable unless you compare it with the originals side by side, in Sleeping Dogs is at least something you see the game more clear and fps drops, but the default textures in this game are still better even than the "his res" Skyrim ones.

However Bethesda gave the Hi-Res DLC for free which is kind of a nice move isn't it? Hi-Res textures do make a difference in Skyrim (unless you play in 320x240 resolution), I love to compare the official addon with modded textures from nexusmods.

That's a bit hyperbolic.
Not everyone is going to jump ship to PC gaming just because the games look prettier and are cheaper. PC games have always looked better, yet consoles have thrived regardless. Consoles are always going to be more popular because of the ease of use, and the fact that you buy one set-top box and you're good for all games for the next 4-6 years. No need to spend additional money on upgrades.

Maybe they left it on purpose, knowing someone will find it, because if not all their work goes to trash and replaced by downgraded shit, because is sad when all their work is ruined by new "next-gen" consoles that can't handle games properly and ppl who call them idiots because they downgraded graphics, developers must value their work too, and money not always can replace it, at least not for all ppl.
I wonder how ppl who downgraded Watch Dogs feel, I don't think they're all happy with this decision "not to screw consoles"...what do you think?

Sounds like management decided the game should be gimped on PC to have a similar experience as the under-powered "next-gen" consoles. Developers probably disabled the extra stuff the PC could handle, by request from the upper brass, but left it there on purpose so it would be found.

I feel bad for the devs that have to work in an enviornment where they're required to neuter their product. Like, I made a fantastic product and put all this work into making it something fun, unique and beautiful... and now you want me to destroy the product I created and poured all this effort into, not because it doesn't work as intended but because the product needs to not take advantage of the features of the platforms it's distributed on.

The mod creator said it will be tuned/made less extreme. You can always turn it completely off too, which I would do since having constant DoF is the wrong way to have it in a game.

Yea it adds a s**tton of useless Depth of Field which is annoying in-game (tho it looks "cool'n'cinematic" on videos and screenies), also a little bit of color correction nothing to write home about. Also better graphics aren't gonna make the game better (or should I say less mediocre).
Boris Voronstov will make an ENB which is going to look way better anyway. Check this out if you don't know what ENB is

It adds a lot more than just DoF, which has been adjusted in the latest version anyway.
EDIT: Doesn't ENB only work with DX9? If it still does, he would have to develop a new version for DX11, since WD is only DX11.

The dev team is completely dedicated to getting the most out of each platform, so the notion that we would actively downgrade quality is contrary to everything we’ve set out to achieve. We test and optimize our games for each platform on which they’re released, striving for the best possible quality. The PC version does indeed contain some old, unused render settings that were deactivated for a variety of reasons, including possible impacts on visual fidelity, stability, performance and overall gameplay quality. Modders are usually creative and passionate players, and while we appreciate their enthusiasm, the mod in question (which uses those old settings) subjectively enhances the game’s visual fidelity in certain situations but also can have various negative impacts. Those could range from performance issues, to difficulty in reading the environment in order to appreciate the gameplay, to potentially making the game less enjoyable or even unstable.
