If you are talking about retail CD-keys: Neither of the games is in the list of games that can be activated via retail. If the packages don't explicitly state that they activate on steam, I wouldn't risk it.
If you are talking about buying the games from the steam store: With both games, it's POSSIBLE that they don't activate outside your region but I'd say it's pretty unlikely.
