Steam wallet problem :/

There is something wrong with steam, my russian friend added money im my acc, but when I loged in there was 150 r , and I can't buy enithing :/

I was sending a lot of messages for help:(
And I'm realy fell that I can't add money to steam becouse of this problem

probably because you gotta buy from russian store since it was added from russian IP?

I was trying to change my ip, and it worked, all steam prices was in R but I had same problem.

You can't buy things from the russian store because obviously you are not located in Russia. Nothing is wrong with steam.
