Shortly, users needs to giveaway steam games, dlcs, game expansions (steam only) to other users on SG. Progress of each giveaway counts based on it's cost. Each levels "costs" more than previous. At the same time, some stuff (steam games, dlcs, expansions) doesn't count and marked by "double asterisk symbol" while creating giveaway. Some stuff have reduced "cost" (contributor value, CV) because it has public giveaway(s) from developer, publisher, stores, etc. and marked as "single asterisk symbol". Users who able to giveaway big banches of stuff corrected by rule: if user make giveaway for many items in one giveaway, then "cost" (CV) will be reduced.

i will say this to add to what has been said
yes there are leveled giveaways for even the max level 10 - rear though
i would say to not buy giveaways/bundles with the sole purpose of making giveaways - unless you think it is a good deal (Fanatical sell bundles sometimes for a dollar)
If you can't spend much or any money on games - people still like it if you give away free games from places such as if Fanatical or Gleem give keys away for free - they most likely won't help you level up but people will still think your being nice
Also if you still want games/dlc for free that might count their are still some places to get keys - the best i use is a Twitch channel - just search hitsquad - sorry can't put the link
Also just being nice and using this site as a way to talk to people and be nice and interact in threads (when you have a point to make on the subject of the thread) DO NOT spam every thread though and you will in time be added to white lists which mean when some one added you to their white list and makes a white list only giveaway then only people on their list can enter - increasing your chances
Also to note: being a higher level gives you no more chance of winning than a lower or none level member (other than higher level giveaways) a level 1 has the same chance as a level 3 or 4 and yes you can enter 1000 with no win or win 2 or 3 or more in one day it's totally random

I would disagree with this point:

I personally don't like it when every time there's an alienware/fanatical/steelseries/whatever else public giveaway, there's an influx of these giveaways on SG. For two reasons:
1) the original giveaways are likely public and you yourself can also just go there and get a key (what I normally do, via means of such topics as this
2) I can't help but think that, since despite the fact that no CV will be granted the giveaway here is still created, it could mean that the person giving it away here actually has multiple accounts ang grabbed multiple keys preventing someone else from getting one (some people actually being so blatant about it as to create multi-copies giveaways on SG)
But that's all subjective, of course. Just my 2 cents.
