I want to give away the following games. How to do it safely and give them to the right people?

Idk, set some standards for the future owners. If they meet your criteria, mail them the keys.

Check if those people have activated their previous gifts, if they have received any. I'm pretty sure you can see it somewhere.
You can either send the gift in e-mail, but adding the winner on Steam might be better.

You could make a private giveaway and only give the link to the people that you want. Or you just give the game to someone, no website needed.

You could create a group in Steam. Allow only the right people in that group and do a group giveaway.

Give it to randomly met people. Don't think too much and you'll be sure that you have done it as it should be done.

I was just about to comment on how impressed I was that no one was begging.

The right people would be people who made the sites you visit every day, people who make your trades work (if you are into trading), polite people, people that don't beg. You could even visit a community page for one of those games and post one of them there. It will get to someone who will play it, most likely.

join a private giveaway group. you giveaway this and you'll have constant chances of joining one. i could ask that someone invites you to one i belong to.

If you don't mind, I can take Tropico 3. It really looks wonderful game to play. It just looks like SimCity with more politics, and weapons, and rebels, and a lot more politics. I'd be more than grateful ^^
