I think you're out of luck. This happened because the person you are trying to send the gift to live in a region where the price of the game is higher (after currency conversion I think). Either Humble Bundle or you can use the new Steam function to send your friend a gift card I guess...

Yeah, I'll just have to wait the sale out, it ends in about a week. Definitely sours me on Steam with all of the updated rules and regulations.

Unfortunate. The only thing I can think of is to send them the new wallet steam credit things of the equivalent value and trust them to buy the correct game (if this is a giveaway on the site).

It is on this site and I only have the amount available for the game in my Steam Wallet. I can't purchase another code or anything.

Yeah it sucks, but it's Steam's new (anti) gifting policy. Waiting out the sale won't make a difference. Your best bet is to try and find the game on sale on a site that sells unrestricted keys, or, as mentioned above, send them a gift card.

It makes sense to me though. Games like Hellblade: Senua's Sacrifice is $10.49 here, Shadow of War is $29.9 and PUBG is $10.49 so for some people living in other countries these prices are no big deal. They would continuously ask us to gift them if Steam would let us gift these games.

I do believe it makes sense. But it is kind of inconvenience that you can no longer send games to your family members or your cousins who live further away and such. I used to do that all the time for my friends all the way in Asia, but oh well

For family members, they have the share your account games facility. But yeah it is kind of inconvenience especially when you want to just gift someone on their birthday etc.

It doesn't make sense to me, because if I want to drive a state over and buy a shirt that only costs $5 there and bring it for a present to someone in my state that's fine. There's no option to pay their price either, so even less sense. This is a digital item too, nothing physical is being shipped and I'm purchasing it for myself and "then" gifting it, I should be able to do as I please considering I'm the purchaser. Plus they did away with option to hold onto the inventory or else I would have already paid full price, but now it's on sale and I think that's causing the problem. If I were buying 3 or more copies in a certain time frame this would all make sense, however I'm only purchasing one copy.
