If i buy Shogun 2 in CIS or Russia can i gift to another country, What language in game?

Dunno about gifting, but you can always download English language files if it's in Russian.

When buying from Steam, you have the option to send as a gift, then you'll have the option to gift right away or you can "store" the gift in your account. When stored you can then go in Steam to Games > Manage Gifts &and Guest Passes, game will be there, then you'll be able to send from there. You'll have the options to send to a friend or send to a specific email.

Short answer: Yes. Any game that people buy from Steam can be gifted, unless it's region locked (on this part i don't think you'll be allowed, if yes please confirm).

The language options will be the ones that the game has on the country of the people who won the game is. All that can happen is if they live in a country where a game is censored, but that's another story.

Not that many games on Steam are region locked for Russia, it's not a problem.

You can certainly gift any game to anyone, even if it is region locked. Gifts themselves can be sent to anyone and recipient will be able to play the game even if it's not available in their region.

To see what languages are available just check the product page on Steam. The language list in on the right side of the page. If there are any languages other than Russian listed then you don't have to be afraid of getting a Russian language only game.
