Is this avatar offensive?
Didn't have problems for avatars, but twice so far I got community banned for "offensive screenshots" - what does offensive screenshot mean? Screenshot taken directly from not-moded game avaiable on Steam as long as it shows anime girl in sexy pose ;p On the contrary I posted several screenshots with actual full nudity and uncensored sex scenes from Witcher 3 yet these seems not to be a problem. As long as it's a western game you can post uncensored sex scene, boobies with nipp[les etc, but if it's an anime game even a girl in screenshot will get you community banned ;p

I have a real hard time imagining that avatar being the cause of an avatar ban or whatever. There's nothing offensive about it. Are you 100% sure you uploaded to right avatar?
Have you tried contacting steam about it and disputing it?

waiting for reply from steam would take longer than his ban ;p I disputed my 2 screenshots that got me community banned - for 1st dispute I never got a reply, for 2nd I got flag removed after 5 months - so you get 1 week community ban, you dispute it, and they reply to you half year later ;p

Makes me wonder if they automated the avatar report system now too like the one for screenshots. Hell they're using moderator bots now on the forum so they might as well go full out lol

Not sure if that was the reasoning behind what some moderator did there, but copyright may be an issue:

Other than that, with photos there is also usually the issue about whether it is you or not. Meaning that ripping a photo off e.g. Facebook doesn't really come with even personal use permission, similarly to how others can not legally use a photo of you to be used, such as for sake of shooting at in some video game.

I just found this avatar and I found this funny so I made it my avatar, and surprisingly it got removed. Now can't change my avatar until Sept. 9 2017.
I have seen worst avatar than this like actual nude photos and some gore stuffs.
