As thomas404 said, though sometimes it bugs and justs sits there at 0 like what seems to happen for you. Heppened to me last week.
I just rebooted Steam a time or two and ti was back to normal.

Sorry I didn't reply earlier, but what thomas404 said didn't work, eventually, after like thirty minutes, it stopped the download...

I started a game download last night, but my computer shut off before it finished. Now, when I try and install mods for Skyrim (I got it working again) they say they need an hour or two to install. That, and the game I started downloading, WON'T CANCEL!!! I tried deleting everything from my downloads folder, I tried deleting local content, I tried pausing it, and every time, Steam freezes or it just says it's "stopping" the download, and it just pauses all downloads and you can't download anymore... How the heck do I cancel this stupid download!?
Also, it won't start the download, it just sits there at 0 everything... That's why I tried to stop it in the first place...
