Do you mean legal, or legitimate? Same root and general meaning, but when you use the first you're asking if [the function of the site is in violation of law], and when you use the latter you're asking if [the implementation of the site is handled in an upright and functional matter]. That said, when looking for google search terminology, "locatefamily.com complaints" is likely the most effective formatting.
People-finding sites are typically not against the law (generally, they're only at odds with the FTC when such services violate the promises within their own privacy policies), but rarely are even remotely legitimate. In locatefamily's case, google searching indicates that they purportedly simply pull public information to populate their database, refuse to remove data on request, and don't provide any information that can't be found on google even when you sign up with them. Given the lack of any positive mention of the site, and the fact none of the sites covering the slightly more legitimate sites mention the site, it looks like it's just yet another junk example of data brokering.
(It's worth noting that not even the core credit reporting services are required to actually provide accurate data, or to correct issues when they're brought to their attention. For less 'upscale' data brokering, it's basically the wild west, with the services typically relying on people's desire to reconnect with lost or unknown family and friends so they can take money for providing passing rumors and public contact listings.)
Basically, it's a site best left ignored- though you can report it to the FTC just in case, but after that all you can really do is contact your local politicians and push for a change in laws protecting your rights to manage access to your personal information [though things like phone number and address falls under public information- anything that can be found in a phone book is unlikely to ever get any protections for it].
If you live in the EU, you typically have a great deal more protections (within any context), so you may have better luck in pushing the matter.

I logged into my Paypal account yesterday and clicked on the page to view my personal information and found out that they have my SSN listed there and I didn't give it to them. Apparently they are able to get it from the government even though I only ever accepted 1 payment through my account of around $90. At least they blocked most of it out, I logged into my bank account and they just display my entire SSN right on the personal info page. Nothing is secure anymore with the internet :(
