If there was a free weekend (I've been busy lately, can't remember), you'll be able to enter as soon as it goes away from your "recently played" list. That's two weeks after the free weekend ends.

Apart from syncing now, as suggested, get into the habit of syncing as soon as you win or buy anything anyway. It'll save you such troubles in the future. Also, your newly acquired games will be filtered out, resulting in less clutter.

I have been having Sleeping dogs for a few days to a week now, and it still says "missing base game" when i try to enter Sleeping dogs DLC giveaways. I have tried logging in and out, but that doesn't work. Anyone have any idea?
