My left4dead2 gift cannot be trade

i have left4dead 2 in my inventory i bought this same date as i bought the payday2 .. and the payday2 was tradable at january 31 but the left4dead was not tradable untill now and there is no date when it will be tradable.
can someone explain this?

I assume it's because the game uses VAC.

Yup, you won't be able to trade it anymore with anyone. I suggest you contact Steam support and ask for a refund right away. :)

Oh, that sucks. But it never hurt anyone for trying. Plus you have absolutely zero use for the gift if you already own the game. 😉

Some time ago there was a huge uproar in the CS GO community when they changed it so you can't store CS GO gifts in your inventory anymore to avoid smurfing and if you gift it you will be hold accountable for the person you gift it to. I think they mentioned that they will use that system for all games that are VAC protected or use game bans from now on.
I couldn't find the source anymore but luckily Tirigon already linked the Support article about it :)

Yep, you will lose an ability to gift that game if the user, to whom you gifted it, will get banned. I think it's a brilliant idea. No more low level VAC-banned accounts. Now they'll have to use their own credit card/Paypal to buy the game and possibly get banned completely from Steam. 👹 Justice!
