Sometimes those publishers never update their games on Steam. Another example - S2 Games' Savage 2. It's already been F2P for a few years, but it still has a price on Steam.

Full Spectrum Warrior is sold on steam, and two of germany's most popular pc-magazines give it for free since long time:
http://www.chip.de/downloads/Vollversion-Full-Spectrum-Warrior_33088112.html
http://www.computerbild.de/download/Full-Spectrum-Warrior-8290490.html
Sorry my attempt to make clickies did not work.
So steam sells freeware or what?
