Technically Steam isn't DRM more than GOG (allows only downloading games you own).
But then games can have additional DRM (usually Steamworks DRM and/or CEG - which both are integrated to Steam).
Some games on Steam are actually DRM-free and can be used without Steam. (But will use Steam when present for eg. achievements).
