Technically Steam isn't DRM more than GOG (allows only downloading games you own).
But then games can have additional DRM (usually Steamworks DRM and/or CEG - which both are integrated to Steam).

Some games on Steam are actually DRM-free and can be used without Steam. (But will use Steam when present for eg. achievements).

The small difference is that just about every game you have on GoG you can download in an installer form and not care about the site (and you don't even have to install their program to get the games).
