Billing address is the address you receive your monthly bank statement.
I've used Paypal and CC before on Steam without a problem.

the only thing more secure than buying direct from steam, is buying prepaid cards from a local retailer for cash. billing address is where they send your credit card statement.

What I did is I created another bank account with a credit card and whenever I want to buy something from steam I just put money in it and use it instead of using my main bank account or credit card.
