sending gifts

Please help with sending a gift through steam. In general, the winner from the country, which will not be allowed to send the gift, how to be? The reason is the price difference.

If there is a price difference, then you cannot send it. You can pay somebody in a similar-priced region to send it in your name or buy they game outside Steam.

As long as the outside key isn't RU/CIS locked as well.
