Steam sale games CV?

Games bought for a discount on steam during sales are not effected by the 20% or $30 bundle restrictions are they? I bought a copy of a game on sale and if i gift it i get the full CV right?

Any game on the bundle/exploit list counts as a bundle game, regardless of where you bought it. Some games that have sales of 95% off or more, are added to the exploit list.
