Games may also be added to the bundle list if they're available for free during a promotion, or if they're highly discounted in a sale."

When calculating value, does Steamgifts use the items current price, or the usual price? (Say, a game is on sale for 10 bucks, when it's usually 20. Would it count as 10 bucks when sent, or 20?)
