The real question is, why would it be illegal? Steam get a percentage of the money up front and the rest of the money still remains on Steam.

Depends on the reason for transferring the funds. If it's a gift, one might ask why it wasn't deposited to the recipient account in the first place. Otherwise you might expect it to be payment for a game trade - and I'm pretty sure valve frowns upon unlicensed resale of games, even within their system.

if you buy in retail stores and get a code card you can send $20 or $50 steam wallet cash to people by giving them said code someone did that for our Secret Santa since they only knew one game their secret santa wanted.
