You have to wait 10 hours for 1 point or you can be premium member and pay 30$/month to get 1 point per hour.

You are using a regular membership of steam and it will expire in 2 weeks prior of entering your first giveaway

You get points for 5% value of each public giveaway created.
Once you enter a giveaway and it ends, you will have to hope to be lucky and get randomly picked out of the hundreds of people.
