A little doubt (giving a game)

Hi people, I've re-read the FAQ but I haven't found the exact answer

I made a group giveaway a couple of days ago and one person won. Everything's OK til this point.

Buuut I've check his sg profile and he already won the same game long time ago (but he doesn't have it in his library, so he clearly didn't activate it)

I think first time I checked the FAQ you were oblige to activate it in your account but I don't find that point.

Sooo... is against the rules if I give the game to him or it's ok?

Ask support to reroll and give this reason, you can only give to another user who will be randomly picked by the Gods.

ask for a reroll and post for the reason "Already won this game, never activated previous win"

Ok, thanks to all, I've just see one of the options to re-roll is "previously won the game or already in account"
