Why i can't participate in Just Cause 2 dlc giveaways?

I've bought the game 2 days ago, and when im trying to participate in a
DLC such as "just cause 2 black market aerial pack dlc" its says
"Missing base game"... ?

u just have to sync ur acc

Yes, you have to click account at the top then Sync account and force update.
