Thank you.

I'm not sure which one should I buy between RX 480 or GTX 1060 (The green is always the expensive one).

Duhh, obviously :D

On another note, did you turn off the Win10 update seeding thing? Its set to be left ON by default. Check your Windows Updates settings. That could be causing some problems I guess. Hope that you can get this figured out and that maybe I helped a bit!

WIndows update in Windows 10 cannot be disabled in control panel.
But it can be forced closed and stop in services, although I'm not sure what will happen after stopping that service since Windows 10 is about always updating to strenghten their security and bug fixes.

Im not talking about updates itself, Windows 10 is using the peering system to spread the updates. Like, if you download it on your own, Windows will force your pc to SEND it to others, usually without you knowing. And upload can cause a big hit on your net speed. Check your advanced options in updates settings and try to locate something named "Chose how updates are delivered"

Settings - Update & Security - Advanced options - Chose how updates are delivered.

Then there turn it off

I know that it did cause me problems since my upload speed is awful and when Im uploading something, my net is awfully slow

Oh that option? Yeah, I'm already disabled it.
But still, the windows keep downloading something, I know because I'm check it using Glasswire.
After disabling the windows update service, it stopped downloading something. So I'm gonna let the windows update disable until I found a better internet connection with a lot of bandwidth.
