Hello everyone. I need some help regarding my last giveaway. I am trying to send gift from steam client to the winner but it is not letting me.
It is telling me that due to regional price difference, i cannot send it to the winner. Is there any other method to send it. I dont have much experience with creating giveaways so I might have missed something. Can anyone help me with this ?

When purchasing games from Steam, you can not transfer if there is a regional price difference of 10% or more.

Another option is to purchase a Steam key from somewhere other than Steam and transfer it.
However, I can not think where to buy.
If the winner allows, you may want to consult about removing the GA.
After that, it is to remake the GA which set the region.
It is also an option to consult support.

I talked with the giveaway winner and we agreed on buying CS:GO item that he wanted.In exchange he'll buy the game in his own country and will mark it here. Does that work or is it against rules to make giveaway that way?

IIRC you should not be doing this (it is not allowed). The best way you can do it is to buy a key from humblebundle or other key distribution site

It's not allowed to give the individual something other than what they won, as a replacement for the item they won.
(That is to say, a winner should never mark "Received" if they did not end up with the game listed on the giveaway.)

It's entirely permissable to give that individual the funds so they can buy the item themselves [as CS:GO items primarily act as tradeable wallet resources], though (much like gifting DLCs) it's one of the more awkward site elements to attempt to manage.

It gets more dubious when you're trading non-currency items, but in the end all SG staff has ever given indication of caring about [in regards to gifting games through giveaways] is that the winner has the correct item in their library at the end of the affair, that both winner and GA creator are in agreement with proceedings, and that no exploitation or general site rule violations have occurred.

Otherwise, staff'll allow you to make whatever arrangements you'd like, so long as general site expectations are still being followed. As such, staff has historically been open to such things as a winner allowing a GA creator to delete a giveaway, a GA creator trading with a winner to get the right game in the winner's library, or a winner trading to get the GA creator's permission to have the giveaway deleted to remove their regifting record.

In short, there's absolutely nothing that makes it "not allowed" [so long as the GA creator is aiming for an end result wherein the winner does receive the correct game], though the usual risks involved in trading do apply.

It's fine as long as you trust him to do so and then mark as received. If he doesn't end up buying the game but still marks as received, that will be against the rules. If he doesn't buy the game or mark as received, there's nothing you can do either except take the hit since there's no protection for the GA creator this way technically. It's fairly cheap price anyways so go for it if you've both agreed.

Privately, do not recommend passing anything other than those promised by GA.
I do not know your country and the country of the winner.
You should definitely check if it is a country that you can not receive.
(Scammer sometimes exists)

For example, https://store.steampowered.com/digitalgiftcards/selectgiftcard
Pass something like this.
Then, Winner will buy "The Room".
Well, I think I can.

However, it is better to leave a comment in GA's comment box as to whether or not the other party agrees with the reason why such a thing happened.

If I get into the same situation as you, I can not give it because it is an accident.
It is adjusted in the direction to delete GA.
It is not fun to doubt others blindly.

UPDATE REGARDING THE GIVEAWAY:
The winner of the giveaway helped me with this and bought it from their region. In exchange I bought CS:GO item that he suggested.
He even marked it as received here even before receiving that item. Now I am just waiting for market cooldown to send that item to them. Thank you everyone for the suggestion and specially the winner for helping me with this.

Now because of this, i got another issue. I want to create giveaway for other 2 games from this series but if same issue appears again then how can I avoid it. Tried looking for game keys in g2a,humblebundle,kinguin but none of them got any key for this game in their stock.
Even if not for this game,what if I want to create giveaway for any other game as I was thinking for The witcher 3 GOTY coz of its price during sale event. How should I proceed this ?

you can restrict the GA to only be able to be entered by people in certain regions and you can do your best to make it only regions you are sure you can gift to.

Unfortunately, Steam has implemented rules against gifting to regions with over a 10% price difference( even if you are paying more!) making it impossible to gift on steam worldwide. The best way to gift worldwide is to buy games from 3rd party sites like humble/fanatical/etc for keys, provided the game itself doesn't have region locks.

I have also had games I wanted to gift worldwide, like ISLANDERS or Divinity Original Sin II, but am unable to make giveaways for them since they aren't sold anywhere else except steam.

Same issue with The Room series. It is a pretty good game and I was hoping to create awareness about them through these giveaways. But they r only available in steam market and I was unable to find them anywhere in any of the mentioned 3rd party sites.

Thank you for having the thought about promoting The Room series. Alternatively, you can open thread with gifts of other games but talking about The Room. Vice versa, you can create giveaways and describe/highlight The Room series to others. Personally, I'll advise strongly against using Key Reselling/Gray sites because that will do exactly of not helping the devs at all and possibly much worst. Cheers~

Creating giveaways for other games presents me with the same problem which is regional restriction due to price difference. I want to create giveaways for players as much as possible but this is restricting my hands. Is there any method to check where these price differences won't matter while sending gifts. I mean without going through the list of every country and calculating 10% price difference.
