How long does it take to reroll?

Can be within minutes, can be over a week. Depends on when they have some free time to check tickets.

Anywhere from half an hour to half a month.

Last time I asked for a reroll I had to wait for a month, literally. Only after a month the support asked me for the proofs and etc.

You let the winner saw the key and then asked for re-roll?

I had a problem with a DLC being won by a person who didn't own the base game,it took 6 days for the first reroll,the second winner didn't have the game too,got a reply on the second ticket in 18 hours and finally got a good winner so ¯_(ツ)_/¯

For me, it took almost 8 days. Don't bump the ticket.
