Buy it over the browser or buy it via Steam Mobile. Or ask a friend to gift it to you and give him back the money.

If you can be bothered, send an email/bug report to Valve explaining the issue. They want you to buy stuff, so they're not going to ignore your problem, even if they can't fix it straight away.

It crashes every time you boot it up? That's odd. Is it an issue with your computer?

Log in using Firefox, Chrome or another internet browser. Have you tried to re-install Steam?

Don't forget you have coupons in your inventory for Valve games.

Any place you buy Half Life will give you a Steam activatable key, don't worry. Also, I guess you want it for Cry of Fear? :)
