Store region setting and the Country displayed on your profile are 2 different settings. Lots of people think it's funny to set their country to Vatican City, Antarctica or for Weebs Japan but that doesn't mean that they are actually living there or that their store is set to that region.

Region restrictions here on SG are reliable as far as I know so if the winner was able to join your giveaway that means they're currently living in Malaysia and will be able to activate your gift.
