Hey,

so I created a Steam group that I am going to use with Steamgifts, it is only going to be me and two friends in the group, so only 2 people can enter one giveaway, because we usually buy games for each other but it is more fun this way :P

Is it allowed only 3 people in a group?

Its your group, you make the rules. If you can make a giveaway for the group on steamgifts, I can't see why it wouldn't.
