Don't call out users. Report him to steamrep with proof.

And you can only give rep on steamtrades if you have done an actual trade with them. Not randomly.

New to trading? Then only trade stuff both parties can put into the trade window.

Report him to www.steamrep.com. That guy was an obvious scammer from the text I read in your screenshot of your chat window. It is so easy to tell if someone is trying to scam from the offers they give, what their account looks like, if they have fake or real rep, their steamrep, their steamtrades profile, and etc.
