I tried to buy some games but for some reason it keeps rejecting my credit card. I used my debit card instead but now it's just "waiting for payment" it has been doing so for the last 15 minutes.

I guess you can't buy individual games unless you live in Russia or something

I did notice that paying via Paypal adds about 1 dollar/euro to the price when buying both bundles.
