I think Steam has changed something in the page of the store, and SteamGifts web scraping tool has failed to recognized the right price.

They're listing the price for packages instead of games. For example, open up http://store.steampowered.com/search/?term=flatout, and you'll notice Flatout 1 and 2 listed as the Flatout Complete Pack price of $39.99 instead of their correct price.

Shocked! Shocked, I say! It just doesn't seem right that people wouldn't get $70 in contributor value for giving away a copy of a $1.24 game.

Maybe they hope to get into some high dollar giveaways first? What happens if you enter a giveaway that has a CV minimum, but your CV drops below the minimum entry before the giveaway ends?
People do the same thing with exploited games and newly bundled games as well. And used to complain when their free/pocket-change/whatever game got retroactively marked as a bundle or exploit.

I've seen it posted before that the CV requirement only stops you from clicking the button. Once you're in you're in. The gifter could check the winners CV and if exploitation is the case, re roll.

I suspect if it was related to the sort of egregious pricing glitches that award $2 games $150 contribution, Support would have no qualms about approving a re-roll.
It is also the gifter's prerogative to tell a "winner" who has entered won by [in their opinion] foul means to take a running jump, even if a re-roll is not enacted. They will obviously take the "not received" hit, but it's always an option.
