It won't appear during Winter Sale. R* will wait for GTA5 release and they will make sale in that day, saying along "hey, our most beloved PC players [no sarcasm, of course], have fun playing old games while dodging console players who will spoiler you everything. That is, if we decide you're worthy playing our game, since you weren't worthy of playing RDR, so why we should bother giving you GTA5".
