Your region is based on your IP. This is to make sure you don't enter into region-locked giveaways that you won't be able to activate on Steam. If you want to be from the UK, you have to move to the UK. If you have a good reason to have it changed without moving, or it was assigned incorrectly for some reason, contact support.

On profile/sync its says: "The above country should be the primary region used by your Steam account. It allows you to enter giveaways for that region, and determines pricing and sale information displayed to you. If it needs to be changed, please contact support.". So just write to steamgifts support if you want to change it.
