Tom Clancy's Splinter Cell: Double Agent doesn't seem to work for me. Even with Tunnel Bear turned on to Japan. Any tricks here I'm missing?

Double Agent worked fine, but Chaos Theory keeps telling me "not eligible" even with tunnelbear vpn

I claimed Chaos Theory then I had to cleean cookies and then use UrbanVPN to get Double Agent
