It depends on how you read it.

It says DOTA2 and Team Fortress 2 have a different mechanic because they are f2p games. It does still mention a drop limit, though. The only question is whether you can reset or increase that limit with future in-game purchases.

Valve might have decided that the number of cards should be related to the price of the game. In that case, they could have decided that continual in-game purchases should increase how many cards you can get from that game. (Which would also conveniently encourage people to spend more money in those games.)

It sounds like there are a lot of problems with the system, anyway. Features aren't working. Card drops aren't working right in some games. Crafted coupons have issues. (In the thread you linked, one commenter said he ended up paying full price for a game that he had a 90% off coupon for. Another commenter received a coupon for a game that isn't sold outside of a bundle, and the couple doesn't apply for the bundle.) Steam Support won't give clear answers, which is par for the course for Steam Support.

It looks like another half-thought out and poorly executed idea for Steam, like Greenlight. Or arguably like half the stuff that Valve introduces in general. It may be in beta, but Valve really should have had it in better shape, and communicated how it works (or at least is supposed to work) better than they've done.

It's possible they're using a script, but I somehow doubt that was an automated message.

The current cards have "Series 1", so that would lead me to believe they plan on having more. I could see them resetting when the new series is released, but this is BETA so nothing is concrete anyway.

Premium accounts get the 5 cards only if they were premium prior to the trading card beta going live, I think. So no, you'd have to spend the $9 to get one more, and just buying a 50 cent item to become premium won't give you 5 card slots.

What I'm confused about is the foil cards. If you only have a limited number of drops and you have to be level ten to get a chance at getting them and the only way to get to level ten is to have participated in past Summer/Winter sales or get complete sets of cards. Then a large majority will then have reached their limit before they reach level ten and then have no chance at getting a foil card without paying a large amount of money on the marketplace.
