You can't convert those to gifts. Those are redeemed gift links (that may contain yet unused steam keys).

downloads key is visible only to the person who bought the bundle or activated the gift url. But if you redeem a gift url and already have the game for example, then you can share the downloads key if game is not activated. But you can't share your library, which is what you are trying to do apparently.

Unredeemed download keys that I got from gift key work for me, on my and brother's or other account I can access them with no problems. So idk why your links don't work, maybe they're really links to library and not to a unredeemed gift.
But since you bought it, just hit the "retrieve" option to send all your redeemed and bought Humble Bundles to your email, may be you wil find the correct one.
