Why can't the region be changed by the user? Support a long time (months) to reply to those tickets and by using this policy, the user gets prohibited of entering giveaways that are from his (correct) region. For instance, my region is wrong for some reason, and I can only enter on global GAs because the region is set to United Kingdom. However, I could be entering in all GAs for South America (because I live here) and consequently I'm losing this oportunity due to the region change restriction.
In addition to making the life of the user easier, the support would be less overwhelmed with this kind of tickets.

Should the user be able to change its region?

Yes.
Yes, but with restrictions (e.g., 1 time per year)
No.

Well, if your idea is to make any user have an opportunity to change region, than it would have some probs, because someone can pick any region, not only in which he is.
Of course there can be some solution to it, but im lazy atm to think about it

Steam itself allows anyone to choose his home country. Measures to those who break the rules should be applied, not preventing the user to correct an incorrect data.

Steam only allows you to change the region displayed on your profile which means nothing as far as restrictions go. You still need to go through support to change the actual region of your steam account.

Changing Steam store region is a tad more complicated than that. It can be done, but not exactly a push of a button. I think you were referring to the current location indicator in the community section, which is just for show.

Region changes are one of those super backlogged tickets. I have no idea why cg doesn't just give support and moderators permission to change them, considering that this is such a minor thing.
